The Citadel of Rivengaud is one of the last formal civilizations left. Inhabited by the warrior Elves of Rivengaud, the Citadel remains one of the few places where you can live peacefully. However, they do not allow access to every straggler who passes by; one must be deemed worthy enough, or be of Elvish descent.
